ECA Advocacy Update: August 2, 2024
1. State tax debates foreshadow 2025 fight |
Two states are debating new digital advertising taxes this summer:
- In Nebraska, Gov. Jim Pillen called state legislators back to Lincoln last week consider his plan to cut property taxes by $1 billion, which includes a 7.5% tax on digital advertising.
- In California, the state Senate passed a proposed 7.25% tax on in-state digital advertising that would fund local journalism initiatives.
ECA opposes both proposals, which unfairly target advertisers including business event organizers and are most likely unconstitutional.
- We are working with our Ad Tax Coalition partners on the ground in Nebraska and California to defeat both proposals.
What's next? These state tax debates are a preview of a much larger federal tax reform battle ahead in 2025, which some are calling the "Super Bowl of tax."

2. ECA to host California forklift webinar |
- Why it matters: While the ZEF regulation does not take effect until 2028, all industry stakeholders operating in California need to be aware of it and start preparing now for what's ahead in the years to come.
During the webinar, attendees will learn about what's in the regulation and hear from two industry leaders about how they are beginning to prepare for 2028:
- Chris Schimek, ECA board member and Chief Operating Officer, Event & Exhibit Services for Freeman.
- Rip Rippetoe, founding ECA board member and President & Chief Executive Officer of the San Diego Convention Center Corporation.
